Subject: [PATCH] ci: publish an image for every pull request

- version.sh --build appends the -pr.<number> suffix

Pull request 1234 into `next` is `pr-1234` with the version `4.6.0-beta.1-pr.1234`, which sorts after `4.6.0-beta.1` and before `4.6.0-beta.2`.
