Adds toggleTrafficAnalytics() to the Sentinel settings component (restarts
proxy + recreates Sentinel via ConfigureTrafficAnalytics), plus an optional
MaxMind GeoIP license key field, with a wire:confirm warning about the
brief connectivity blip.
