Do not create tags that are missing from the legacy namespace

Only refresh tags that are already published in docker.io/phpmyadmin/phpmyadmin. Publishing new tags there would attract more users to a namespace that is meant to be deprecated, so a tag that only exists in the official image is now skipped with the reason "not published here, not creating it".
