Michal Čihař 69a0e832d9 Install php7-ctype into the container 
It is needed by Symfony ExpressionLanguage (which is used by
motranslator for plurals).

This can be reverted once ExpressionLanguage is fixed
https://github.com/symfony/symfony/pull/22325
