* plugins/efmls-configs: Improve installation of tools

This commit allows to:
 - Override the package used for a tool
 - Warn if nixvim can't install a tool

* plugins/efmls-configs: Add missing packages

* plugins/efmls-configs: Use with pkgs; in toolPkgs
