Code submissions have continually suffered from formatting
inconsistencies that constantly have to be addressed. Using
clang-format simplifies this by making code formatting more consistent,
and allows automation of the code formatting so that maintainers can
focus more on the code itself instead of code formatting.
This is just for the update module -- allows us the ability to
seamlessly update the program to VC2017 and seamlessly install Visual
C++ 2017 redistributables without potential issues that could be caused
by GPL usage for the update module.
