use hm as nixos (in addition to standalone)
...
Surprisingly, home-manager works fine as a nixos module, and you can
even run `home-manager switch` subsequently and it'll work!
This commit also removes legacyPackages from exported, and setups
`nixpkgs` options instead of passing a pre-configure instance.

treewide: move some overrides to where theyre used
...
Lately I'm attempting to use overrides through modules instead of global
overlays, this is an initial attempt.
I'm now also trying to just call the commands at hyprland configs
instead of interpolating store paths, this simplifies stuff a bit, and
plays better with optional programs (I could do it with a few ifs,
though)
