disable git text conversion via .gitattributes, remove CI workarounds
Add `* -text` to .gitattributes to prevent git from performing any
line-ending conversion on any file. This makes the per-workflow
`git config --global core.autocrlf false` steps in test-single and
pre-commit redundant, so remove them.

My reading of the code (and cursor agrees) is that DataLayerRpcApi
cannot have a None service

And no code removes this or otherwise sets it to None. Also note that
