David Sheets e6a6e884b0 Add 'consistent', 'cached', and 'delegated' mode flags ...

This adds 'consistency' mode flags to the mount command line argument.
Initially, the valid 'consistency' flags are 'consistent', 'cached',
'delegated', and 'default'.
