Pins iPXE branch as arm64 build is failing with a
Unrecognised relocation type 311.  It appears that
iPXE upstream may have introduced a change causing
build to fail in commit

Antony Messerli 962fc21a36 Make boot_timeout configurable from boot.cfg 
Adds a setting in boot.cfg so that the boot_timeout can
be adjusted as needed.  Moves the generated variable to
boot.cfg and is then consumed as an iPXE variable in
menu.ipxe.
